TEA is announcing the availability of grant funds for the 2019-2020 Texas Education for Homeless Children and Youth (TEHCY) Program Summit Grant. Request for Application (RFA) #701-20-102 is authorized by McKinney-Vento Homeless Assistance Act, Subtitle VII-B, reauthorized by Every Student Succeeds Act, Title IX, Part A (42 U.S.C. §11431 et seq.). Eligibility
See the General and Fiscal Guidelines, Eligibility To Apply for LOIs. Eligible applicants include ESCs, IHEs, NPOs, or other public or private entities.

Grant Period

  • December 13, 2019, through August 31, 2020.

Funding

  • It is anticipated that approximately one (1) grant will be awarded up to $400,000.
  • TEA may award continuation funding for up to two years. Anticipated continuation grant periods include:
    • September 1, 2020, through August 31, 2021
    • September 1, 2021, through August 31, 2022

Description
The purpose of the McKinney-Vento Homeless Assistance Act is to identify and remove barriers for children and youth experiencing homelessness and ensure that students in these circumstances have equitable access to all available supports and resources to meet the same challenging state academic standards established for all students.

The purpose of this grant is to assist TEA with developing and marketing the Texas Education for Homeless Children and Youth (TEHCY) Statewide Summit. Grant activities include managing all aspects of the Summit’s redesign, creation, and execution in collaboration with TEA. This includes, but not limited to, developing a statewide marketing plan to support an increase in attendance; developing and disseminating conference materials; conducting statewide solicitation for presenters, sponsors, and community collaborators; and developing professional development tracks for TEHCY Subgrantees, LEAs, ESCs, and stakeholders. The selected grantee will ensure that all conference activities demonstrate high-quality, innovative, evidence based best practices, delivery of resources, and strategies that inspire participants to support, identify, enroll homeless students, thus resulting in increased academic achievement and equitable services for all Texas students experiencing homelessness.

Application Deadline
Applications must be received by the Texas Education Agency by 5:00 p.m. (Central Time), October 8, 2019, to be considered for funding.
